Buckle on, then lock. That's the order with the Prowler RED Leather Lockable Wrist Restraints, and the second step is what separates them from a plain pair of cuffs. The locking posts mean there's no slipping out of them. The leather is described as durable and high quality, strong enough that nothing should rip or break.
The fit comes in two sizes. S/M is for wrists of 7 to 9 inches, and L/XL is for wrists of 8 to 11 inches. Measure before you buy, because a cuff that's too loose can slide, and one that's too tight can hurt. Leather gives you some stretch with use, and it's a comfortable material against skin, which is why a leather cuff beats a hard plastic one for longer sessions.
How you use them is up to you. Wrists in front, wrists behind, attached to a bedpost or a headboard if you have a way to do it safely. Talk it through first, agree on a stop word, and don't leave a restrained partner alone. Make sure you know how the lock works and where the key or release is before you start. That one habit makes the difference between playing with restraints and getting stuck in them.
One thing to think about early is placement. Locked wrists in front leave the wearer with some mobility, while wrists behind the back limit it more. Try the front position first, since it's easier to adjust and to release in a hurry. You can move on to other positions when you've got a feel for it.

Picking your option
Measure the wrist, not the hand. Wrap a soft tape measure around the narrowest part of the wrist just above the bone, with the tape snug and not tight. If you land between 7 and 9 inches, take S/M. If you land between 8 and 11 inches, take L/XL. If your measurement sits in the overlap, between 8 and 9 inches, decide if you prefer a closer or a looser fit. Remember that two people may need different sizes.
Care
Leather lasts when you look after it. Wipe the cuffs with a soft damp cloth after use and let them air dry away from heat and direct sun. Condition them with leather conditioner from time to time, so they stay supple and don't crack. Keep the locking parts clean and dry. Store the cuffs flat or hung up, and keep the keys or any release hardware somewhere you'll always find them.
